Penn breaks smoking law

Sean Penn is under fire for lighting up at a Toronto film fest press conference. The move was a direct breach of an Ontario law that prohibits smoking indoors. "He should be charged," a health minister said. "It was such a flagrant breach of the law." Penn is in Toronto to promote his new film All the King's Men.
